Community Councils were set up with Local Government Re-organisation in 1973. Their general purpose as defined in the Local Government ( Scotland) Act 1973 and in Local Government ETC ( Scotland) Act 1994 is: “to ascertain, co-ordinate and express to the local authorities for its area and to public authorities the views of the community which it represents in relation to matters for which those authorities are responsible” “and to take such action in the interests of that community as appears to it to be expedient and practicable” This gives a great deal of scope to Community Councils to get involved in a variety of local issues, to develop local projects and activities, on their own or with others, and to represent community opinion to local authorities and public bodies. In Dunblane we have a Community Council comprising: WARD 1 – ARGYLE & BRAEMAR – Terence O’Byrne and a vacancy WARD 2 – ROYALS – John Alexander and Kevin Curtin WARD 3 – PRIMARY SCHOOL – Sue Faulkner and a vacancy WARD 4 – KILBRYDE – Craig French and a vacancy WARD 5 – TOWN CENTRE – Charles McHugh and vacancy WARD 6 – NORTH – Alan Booth and Peter Quinn WARD 7 – EAST - Frederic Gilmour and Kate Fawcett WARD 8 – LANDWARD (includes Ashfield, Kinbuck, Keir, Kilbryde, Sheriffmuir) – vacancy Co-opted members -Christine Howe and Gill Rhodes The Minutes Secretary is Margaret Bragg. The main issues for Dunblane Community Council are: Local and Structure Plans Infrastructure Provisions – Schools, Health, Roads, Parking, etc. Planning Applications, Housing Developments, Community Care Services,Local Amenities, Leisure and Recreation Facilities, Environment. Communications and Consultations with the Dunblane Community, the Police, Stirling Council and with others. To assist with this, Dunblane Community Council actively works with our Stirling Councillors, our MSP and MP, Dunblane Development Trust, the Dunblane Community View editorial group and all other organisations throughout Dunblane. But most important of all, we try and actively engage with all of the people that we represent, i.e. the members of our community, both individually and in groups. The Community Council routinely meets once a month (excluding July and January) in the Marriage Room at Dunblane Burgh Chambers and as required at any other time to deal with specific matters that either require great urgency or more time than can be provided during one of the routine monthly meetings. The routine meetings are generally on the first Monday of the month, but if that is a public holiday, the following Monday. They start at 7.30 p.m. Minutes of all meetings are available on this website, on the Community Council Notice Board in the High Street and at the Library. All Community Council meetings are open to the public and we encourage attendance either simply to observe, to raise any points of interest or concern, or to participate in the debating of items on the agenda. We need to engage with the whole community, young, old and in-between, if we are to carry out our duties thoroughly. Please get involved if you can. It is not acceptable that we have vacancies on the Community Council because this puts additional strain on those that are appointed and it means that areas of the community are not adequately represented.
