DEVELOPMENT OF A SECOND LOCAL COMMUNITY PLAN FOR DUNBLANE  

INTRODUCTION

The first local plan for Dunblane was produced in 2003 by the Community Council and was the result of an extensive consultation with the citizens of Dunblane and some of the service providers. At the time almost every household in Dunblane received a copy, delivered with their Community View Newsletter. The previous plan can be seen by clicklingthe link above. The community plan was the reason for the inception of the Dunblane Development Trust which was set up with a remit to attract funding, volunteers and support and to take a lead in the development of the town and support projects prioritised in the plan. Earlier last year it was decided that the plan (that was envisaged to have a 5 year shelf life) was in need of review and the Development Trust obtained part funding from Stirling Council to undertake a new round of consultation and review the plan. To this end a brief was circulated to consultants to set out the terms for the development of a local community plan for the Dunblane area of Stirling . This local community plan will be developed in the context of the overall approach to community planning in Stirling , as set out in the Community Plan for the Stirling Council area 2005-2015, whilst realising that many of the fundamentals of that strategy have fallen or failed.  

BACKGROUND

Local community plans in the Stirling area are the foundation of the community planning process. Each neighbourhood in the Council area has been offered the opportunity to develop a local community plan to assess the neighbourhood’s current position, identify future trends and list a series of actions and recommendations deemed by the local community to be priority in ensuring its sustainable, equitable development. In Dunblane’s case this is not solely restricted to the interests of the Community Planning Partnerships but should represent the aims and aspirations of the community of Dunblane.

Local community plans have been used to assist communities in determining their immediate priorities which can be actioned by communities in their own locality, and those more strategic priorities which may require more detailed intervention resulting in changes in service delivery. These latter priorities will be incorporated into the strategic community planning process of the Stirling Community Planning Partnerships, via the Area Forums (assuming that Stirling Council reopens the Area Forum for Dunblane) and the Critical Partnerships.

Local community plans are developed with local community organisations. The community owns the plan.

has been held with organisations and “stakeholders” who have an interest in Dunblane. Some 60 folk came to a morning’s session at the Braeport in January to review where we have got to with the first plan

The first consultation meeting, a Conference was held on Saturday 17 th January 2009 in the Braeport Centre. It brought together a wide range of stakeholders from community organisations, public services, local businesses, local developers’ representatives and partner agencies (over 60 folk) to discuss what had been achieved in Dublane over the last 5 years and to identify what needs to be done over the next 3 - 5 years.

The aim of the conference was to help review the Dunblane Local Community Plan 2003 and to contribute to the preparation of a new Dunblane Community Action Plan for 2009 – 2012 and beyond.

The work of the Conference

The Conference used small group work, feedback and plenary discussion to undertake the following activity

  • A review of the Action Plan – measuring progress against the priorities in the 2003 Action Plan
  • An assessment of the Current Situation in Dunblane
  • A review of the original Vision Statement that lies at the heart of the 2003 plan to see whether it is still relevant
  • Identification of the main development themes and priorities for the next 3 years

During the final session, the conference identified four main themes for the shape of the Community Action Plan 2009 – 2012 and went on to explore what might be the priority projects and actions that would breathe life into each of those themes. The themes are listed below in no presumed order of priority – all are equally important aspects of the future of Dunblane:

  • Local Economy and Tourism
  • Local Environment
  • Community Services and Events
  • Planning and Sustainable Development

Initial Results

The completed survey forms have now been analysed, summary details of these are available by clicking the links at the top of this page. There will be further events at which you will be able to comment during June, these will be advertised on this website and in the local press.

A big thank you to all of you who completed the forms, to those who distributed and collected the completed forms, the committee which is driving this process and to Alan Tuffs who is doing the anaylsis work. This is an important process and will allow information to be provided to the new Development Planning Scheme. Your continued support will be very much appreciated.
