COMMUNITY COUNCIL AND PLANNING ISSUES.

Every month, there are many applications for extensions, dormers, conservatories and the like for houses in Dunblane, but generally the Community Council leaves these to be dealt with solely through the neighbour notification process because they will only have a very local effect and are of no significance to the wider community. However, we also get many applications that do have a wider impact and it is these that we concentrate our efforts on.

It is commonly thought that all that the Community Council do is to object to proposed developments, but that is not a true picture. For example, over the last year or so after appropriate local consultations, we have conditionally supported applications for a new nursing home on the Perth Road (rejected by Stirling Council Planning), for masts in suitable locations to provide the new telecommunications services and for the development of farm buildings at Greenyards. Although not subject to planning applications, we have also supported traffic calming on Old Doune Road and using the inside lanes of the B8033 for parking. We are also currently supporting our local doctors in encouraging Forth Valley Health Board to extend and upgrade our Health Centre and we have backed Stirling Council in maintaining an area of open ground to the North of the Barbush housing development for the development of a business park.

When we object to a development it is usually because we have concerns about a substantial increase in our population putting even more strain on limited infrastructure capacities and/or because we have concerns about our natural or built environment being damaged. In other words, when we consider that the development is against the interests of Dunblane and its community. Sometimes we get strong representation from sectors of the community attending our monthly meetings to make their points known and we very much welcome this. Sometimes a prospective developer will ask to attend our meeting and explain his plans and again we welcome this, although it is made clear to them that we will only listen to what they have to say at that stage and consider our response after wider consultation. We have to be very careful not to pre-empt the formal planning process or to by-pass our own internal consultation processes.

The Reporters office has been asked to make a judgement, based on written submissions only, on an appeal by the developer wanting to build 15 housing units in two flats in Kilbryde Crescent , where the objections from ourselves and others were accepted by the Stirling Council Planning Panel. We have made sure that the Reporter is fully aware of our objections.
