Community View - May 2004

PARK OF KEIR PUBLIC INQUIRY.

Dunblane Community Council participated in this Inquiry as an objector. We presented our case on 12th May, made our final submission on 19th May and attended the site inspection the following day.

I attended the whole Inquiry and I firstly want to give credit to the Reporter, Mr David Gordon, who conducted the business in a firm, fair and orderly fashion. His personal style ensured that the exchanges between the various parties, particularly during cross-examination, were generally carried out without emotions interfering and he ensured that everyone had their fair chance to have their say. I was also generally impressed with the quality of the presentations, the levels of supporting evidence that accompanied the various statements and the documentation presented to the Inquiry.

After the evidence had been concluded, there were sessions on Conditions and an agreement under Section 75 of the Town and Country Planning Act that would be attached to the granting of Planning Permission if that is what is finally decided. I am pleased to say that we had the opportunity to participate in that as well.

The Reporter will now spend several months reviewing all the written and spoken evidence and supporting documentation and his recommendations will go to the Scottish Ministers who will make the final decision. By the time the August edition of Community View is published, we should have a better idea of the likely decision date.

All papers associated with this Inquiry have been available for public scrutiny in the Library since early May and should still be available at the time you read this. However, if anyone wants more details of the Community Council’s position or of the other submissions, either attend the next Community Council meeting (7th June or 2nd August) or contact me on 822281.

Mike Seal.
